United Educators of San Francisco - Resolution on MAP Assessments
Whereas SFUSD has announced that MAP (Measure of Academic
Progress) assessments will be mandatory at all elementary, middle and
high schools next year and
Whereas the use of online standards based report cards will also be
mandatory next year and
Whereas sites have been told that the core curriculum will be based on
teaching to the standards on which the MAP assessments are built and
Whereas California law was changed last year to allow the linking of
teacher evaluation to student performance and
Whereas teachers already administer an enormous number of tests
(including running records 3x/year, sight word and fluency tests 2-
3x/year, HM theme skill tests, math progress tests, Brigance and the
CST which for bilingual classes lasts a full two weeks) and
Whereas UESF educators know that assessing students is useful for
guiding instruction, and educators know how to use these assessments
to motivate and advance student learning and
Whereas there is already a decrease in instructional days for the 2011-
2012 school years due to the four furlough days, and additional testing
takes away even more valuable learning time and
Whereas MAP assessments add an additional level of stress to students
and
Whereas MAP assessments increase the workload of teachers, extend our
workday and narrow the curriculum and
Whereas access to technology and adequate resources (including paper
and copying costs) is not equitable at all school sites and
Whereas UESF has a longstanding opposition to merit pay schemes such
as what is being done in NYC, Baltimore and Los Angeles,
Therefore be it resolved that UESF oppose the mandatory use of MAP
assessments and communicate this to SFUSD, and
Be it finally resolved that UESF will pursue an unfair labor practice
charge about increased workload.
Passed by the UESF Executive Board on April 4, 2011 and by the UESF
Assembly on April 20, 2011.
